ANGLING ACTIVITIES

All International Club Angling Activities shall be under the jurisdiction of the Miami Beach Rod and Reel Club's Angling Committee as appointed and approved by the Rod and Reel Club.

COMMITTEE RESPONSIBILITY

This Committee will determine International Club Championships, interpret Angling Rules, settle angling disputed and disqualify any entries not in accord with the intent of the rules.

Any protest pertaining to entries in the International Club's Yearly Angling Contest must be received by e-mail or regular mail within 14 days of the alleged infraction.

MEMBERS ELIGIBLE TO COMPETE

Miami Beach Rod and Reel Club International Club Members and Miami Beach Rod and Reel Club Regular and Associate Members, 18 years old or older are eligible to hold membership and enter fish in the International Club's Yearly Angling Contest.

Miami Beach Rod and Reel Club Regular and Associate Members will automatically be eligible to fish in the International Club's Yearly Angling Contest.

NEWLY ACCEPTED APPLICANTS

Upon acceptance into the Rod and Reel Club's International Membership, the Angler may begin to make fishing entries towards the Yearly Angling Competition and his badge advancements after completing the open book angling rules quiz. All Members shall begin with a "Novice" Badge, (White Badge), except Regular and Associate Members of the Miami Beach Rod and Reel Club, who will begin with the Angling Badge Level that they currently have attained in the Rod and Reel Club.

For advancement in Angling Badge Level, the Member must take and pass (to the satisfaction of the Angling Committee or it's representative) a prepared written examination showing the Member has acceptable understanding of the Angling Rules. Once a particular Badge Level has been reached the Member will retain that Badge Level for in perpetuity.

The Club will asses a one time fee for each Badge Advancement of $10 US Dollars until the Member has attained the Club's highest Angling Badge.

INTERNATIONAL FISHING TEAM

The Club receives invitations from time to time to enter teams in various fishing tournaments in the United States and around the world. To the extent that the operation and philosophy of such tournaments are consistent with the goals and ideals of the Club, members are encouraged to participate in these events for the good of the club and for the members own personal satisfaction.

Members fishing in an international tournament in the name of the Club are expected to abide by all tournament rules, to behave courteously towards participants and officials, and to conduct themselves with grace and dignity at all time.

Any changes in the rules will become effective only at the beginning of an angling year, subject to the approval of the angling committee.

SECTION II

ANGLING RULES AND STANDARDS

II-1

GENERAL DIVISION & EQUIPMENT REGULATIONS

A. This division is divided into 2 Kg. (4.4 lb..), 3 Kg. (6.6 lb..), 4 Kg. (8.8 lb..), 6 Kg. (13.2 lb..), 10 Kg. ( 22.2 lb..), 15 Kg. ( 33.3 lb..), 25 Kg. (55 lb.), 40 Kg. (88 lb.), 65 Kg. (143 lb.)

B. EQUIPMENT AND REGULATIONS

1. LINE

All lines must be of nonmetallic material. The strength of the line used in making the catch shall be based on the manufacturer's stated line test. In the event that the manufacturer lists more than one stated line test, i.e. 4 Kg. (8 lb.): IGFA 6 Kg. (12 lb.), then the higher number will control.

2. DOUBLE LINE

The use of a double line is not required. If one is used, it must meet the following specifications:

(a) The double line must be the actual line used to catch the fish.

(b) Double lines are measured from the start of the knot, braid, roll or splice making the double, to the furthest most end of the knot, splice, snap, swivel or other device used to secure the trace, leader, lure or hook to the double line.

(c) In all cases up to and including 10 Kg. (20 lb.) the double line shall be limited to 4.57 meters (15 feet). The combined length of double line and leader shall not exceed 6.1 meters (20 feet).

(d) The double line on all classes of tackle over 10 Kg. (20 lb.) shall be limited to 9.13 meters (30 feet). The combined length of double line and leader shall not exceed 12.19 meters (40 feet).

3. LEADER

The use of a leader is not required. If one is used it must meet the following specifications:

(a) The length of the leader is the overall length including any lure, hook arrangement or any other device. The leader must be connected to the line with a snap, knot, splice, swivel, or other device. There are no regulations regarding the material or strength of the leader.

(b) In all the classes up to and including 10 kg. (20 lb.) the leader shall be limited to 4.57 meters (15 feet). The combined length of the double line and leader shall not exceed 6.1 meters (20 feet).

(c) The leader on all classes of tackle over 10 kg. (20 lb.) shall be limited to 9.13 meters (30 feet). The combined length of the double line and leader shall not exceed 12.19 meters (40 feet).

4. ROD

The rod tip must measure at least 101.6 cm (40 in.). When fully seated in the butt. One piece rods must measure at least 101.6 cm (40 in.). From the forward edge of the reel seat to the rod tip.

5. HOOKS & BAIT

No more than two (2) single hooks may be attached to the leader, trace or lure at any time. These must be attached separately at least a hook length apart. The only exception to this is that the point of one hook may be passed through the eye of the other hook.

No dangling or swing hooks, or cluster of hooks (3 hooks or more fastened together) are permitted in the General Division. If two (2) hooks are used in a single bait both hooks must be imbedded in the bait.

If 2 baits (maximum permitted) are used, one hook only may be used per bait, each on a separate leader, rigged in such a manner that the two hooks cannot come within two inches 5 cm. (in.) of each other. Gang hooks are permitted while trolling when attached to plugs or other artificial lures that are specifically designed for this use. Gang hooks shall be limited to a maximum of three (3) hooks either single double or treble or a combination of any two. The hooks must be permanently and directly attached to the lure and must be free swinging. Exception: Plastic worm rigs and tube lure rigs, wherein the hooks may be embedded in the lure.

6. ARTIFICIAL LURES

When using an artificial lure with a skirt or trailing material, no more than two single hooks may be attached to the line, leader or trace. The hooks need not be attached separately. The eyes of the hooks must be no less than the overall length of the largest hook apart and no more than 30.48 cm (12 in.) apart. The only exception is that the point of one hook may be passed through the eye of the other. The trailing hook may not extend more than a hooks length past the skirt of the lure.

7. SAFETY LINES

A safety line may be attached to the rod provided that it does not in any way assist the angler in fighting the fish.

SECTION III

ANGLING RULES & STANDARDS

III-1

FLY CASTING DIVISION EQUIPMENT & REGULATIONS

A. This division is divided into 5 classes as follows:

1. Fly 4 - 2 kg. (4 lb.) tippet.

2. Fly 8 - 4 kg. (8 lb.) tippet.

3. Fly 12 - 6 kg. (12 lb.) tippet.

4. Fly 16 - 8 kg. (16 lb.) tippet

5 Fly 20 - 10 kg. (20 lb.) tippet

B. EQUIPMENT REGULATIONS

1. LINE

Any type of fly line and backings may be used. The breaking strength of the fly line and backing are not restricted. The length of the fly line may be shortened from the manufacturer's original length, but the fly line, including traditional fly line running line (e.g. not monofilament) be less than 9.13 meters (30 feet).

2. LEADER

Leaders must conform to generally accepted fly fishing customs. A leader includes a class tippet and optionally, a shock tippet. A but or taper section between the fly line and the class tippet shall also be considered to be part of the leader. The total leader may not exceed 4.57 meters (15 ft.) in length.

A class tippet must be made of nonmetallic material and either attached directly to the fly or to the shock tippet if one is used. The class tippet must be at least 38.10 cm. (15 in.) long measured inside the connecting knots. Knotless tapered leaders are not permitted. There is no length limitation on class tippets. The breaking strength of the tippet determines the class tippet.

A shock tippet, not to exceed 30.48 cm. (12 in.) in length may be added to the class tippet and tied to the lure. It can be made of any type of material, and there is no limit on it's breaking strength. The shock tippet is measured from the eye of the hook to the single strand of class tippet and includes any knots that connect the class tippet to the shock tippet. In The case of tandem hooks the shock tippet shall be measured from the eye of the leading hook.

3. ROD

Regardless of material used or number of sections, rod must conform to generally accepted fly fishing customs and practices. A rod shall not measure less than 1.82 meters (6 ft.) in overall length. Butt extensions are limited to no more than 15 cm. (6 in.).

4. REEL

The reel must be single action and designed expressly for fly fishing and can not be used in casting the fly other than a storage spool for the line.

5. HOOKS

A conventional fly may be dressed on a single or double hook or two single hooks in tandem. The second hook in any tandem fly must not extend beyond the wing material. The eyes of the hooks shall be no further than 15.24 cm (6 in.) apart. Treble hooks are prohibited.

6. FLIES

The fly must be a recognized type of artificial fly, one of which may be false cast in the generally accepted fashion, which includes: streamers, bucktail, tube fly, wet fly, dry fly, nymph, popper and bug. The use of any other type of lure or natural or preserved bait, either singularly or attached to the fly is expressly prohibited.

The fact that a lure can be cast with a fly rod is not evidence in itself that it fits the definition of a fly. The fly must be cast and retrieved in an orthodox manner. Trolling a fly is not permitted. The use of any fly designed to entangle or foul-hook a fish is prohibited. The maximum amount of line that may be stripped off the reel is 36.57 meters (120 ft.).

SPIN CASTING DIVISION & REGULATIONS

The Spin Casting Division is divided into 3 categories:

1. Four Pound Class - 2 kg. (4 lb.)

2. Eight Pound Class - 4 kg. (8 lb.)

3. Twelve Pound Class - 6 kg. (12 lb.)

REGULATIONS

Rods must not be less than 1.82 meters (6 feet) in overall length completely assembled. There will be no limitation on but lengths.

Line, of nonmetallic material, must not exceed manufactures highest stated line test.

Reels must operate under the grip and be attached thereto and the axis of the spool must point towards the tip and be so fixed.

A leader, if used, will not exceed the length of the rod, and shall consist of one or more of the following components:

a) a wire leader not to exceed 45 cm (18 in.)

b) a nonmetallic leader

c) a double line.

The lure must be artificial and unscented (exception: manufacturers scented and pork rind lures permitted) and must be cast and retrieved or "deep-jigged" by the angler in an orthodox manner. The use of bait or trolling a lure permits entry only in the General Division if the equipment meets the qualification of that Division.

PLUG CASTING RULES & REGULATIONS

This division is divided into two (2) categories:

1. 8 Pound Plug Casting - 4 kg. (8 lb.)

2. 16 pound Plug Casting - 8 kg. (16 lb.)

REGULATIONS

The reel must be a revolving spool casting type with level wind and capacity not exceeding 315 meters (350 yards.) Of any 8 kg. (16 lb. ) nonmetallic line, however not more than 225 meters ( 250 yards) may be used. 8 Pound Plug Casting Division reels may not spool more than 315 Meters ( 350 yards) of 4 kg. (8 lb.) line, with no more than 225 meters (250 yards) being used. Additional line may be used as a filler, but must not be connected to the fishing line in any way so that it may leave the spool during the fight.

The rod must be designed for casting, manipulation, and retrieval of artificial lures. It must be capable of one handed casting, and not less than 1.49 meters (5 ft.) or more than 2.29 meters ( 7.5 ft.) in length. The butt section as measured from the front of the reel seat to the end of the butt cannot exceed 30 centimeters (12 in.) in length. The foregrip, if any, cannot exceed 12.5 cm. (5 in.) and must be permanently attached to the front of the reel seat. Detached, add-on, or sliding front grips are specifically prohibited.

Leader and double line combined may not exceed the rod length. No more than 45 centimeters (18 inches) may be metallic material. Only artificial lures may be used.

IV-1

CATCH SPECIFICATIONS

(APPLICABLE TO ALL DIVISIONS)

1. Member, unaided, must set the hook, fight and bring the fish to where the leader can be taken. Any other person touching the reel, rod or line will disqualify the entry. The angler must fight and defeat the fish with the tackle. Gaffing, netting or releasing the fish (touching the leader) as soon as the fish takes the bait is illegal.

2. any fish that is injured by the boat, propeller, or another fish, between hooking and landing, is ineligible for entry.

3. shooting, harpooning, lancing or hand lining the fish will disqualify the entry.

4. a broken rod will disqualify the entry.

5. gaffs and nets used to land a fish may not exceed 2.49 meters (8 ft.) in overall length. When using a flying gaff or detachable gaff the rope may not exceed 9.14 meters (30 ft.) in length. The gaff rope must be measured from the point where it is secured to the detachable head to the other end. Only the effective length will be considered. If a fixed head gaff is used, the same limitations shall apply and the gaff rope shall be measured from the same location on the gaff hook. Only a single hook is permitted on any gaff. Harpoon and lance attachments are prohibited. Tail ropes may not exceed 9.14 meters (30 ft.). when fishing from a bridge, pier or other high platform or structure, this length limitation does not apply.

6. Reels must comply with sporting ethics and customs. Power driven reels of any kind are prohibited. This included motor, hydraulic or electrically driven reels, and device which gives the angler an unfair advantage. Ratchet handle reels are prohibited. Reels designed to be cranked with both hands are prohibited.

7. if two lines of different tests are used and they are fastened together by any method, the Class is determined by the line having the greatest strength. (Exception: Fly Casting Division.)

8. All Casting entries must comply with the special "Casting & Retrieving Rule" in each Casting Division.

9. Intentionally foul hooking a fish is prohibited.

10. Catching a fish in a manner where the double line or leader never leaves the rod tip is prohibited.

11. A catch is disqualified when a fish is hooked on more than one line.

12. Resting the rod on any part of the boat or any other object while playing the fish will disqualify the catch. Exception: the butt of the rod may be set in a fighting chair or belt gimbal and the reel may be attached to a shoulder, back or bucket harness.

13. Failure to comply with equipment or angling regulations will disqualify a catch.

IV-2

SCALES & WEIGHING

Entries must be weighed by one of the following means:

A. On a scale checked by a reputable tournament.

B. On a scale operated by a fishing club.

C. On a scale tested by a Government Bureau.

D. On a member owned scale only if it has been checked for accuracy by a fishing club, Government Bureau, the IGFA or other accrediting agencies and registered with the Rod and Reel Club Angling Committee.

Anglers are encouraged to release all species of fish after weighing: however, scoring will be done on the basis of the fish weight only.

The use of length and girth measurements will be accepted for the weight of tarpon and billfish. The following formula will be used in determining those weights:

ELIGIBLE FISH & MINIMUM WEIGHTS

The species eligible for entry and the basic weights for 100 points are listed in "Appendix C". the minimum weight required for entry is 50 points or 50% of the basic weights.

TERRITORY & TIME LIMITS

Entries are eligible from any part of the world. If made from an area where adherence to any time limitations in these rules would be unreasonable, the 14 day time limit will be waived if the requirements are met as soon as possible.

All entries must be made over the Internet on the forms provided by the Club. No had copy entries will be accepted.

Central and North America, including the Hawaiian Islands

All of Central and North America from the northern border of Colombia and the Republic of Panama, north to the Arctic, and including all of Canada and Alaska, with the eastern border being a line between Canada and Greenland, and the western line falling between Russia and Alaska, and extending up to 1600 kilometers (1000 miles) off shore of North and Central America.

Eastern Atlantic, Europe, Mediterranean Sea, Baltic and Black Seas, Western Russia, North and Western Africa. Does not include the Republic of South Africa.

The North Atlantic including Greenland and Iceland, Bermuda, to a line equidistant between the Eastern most point of Brazil and the Western most point of Gambia, and continuing South on an equidistant meridian between South America and Africa, with The southernmost land point ending at the border between Namibia and the Republic of South Africa. The Eastern boundaries begin at the Arctic and travel south with the eastern border of European Russia, Georgia, Turkey, Syria, Lebanon, Israel, Jordan, including the Gulf of Aqaba, and all African countries abutting the western Red Sea, including Ethiopia. Then along a line following the Eastern borders of Ethiopia. Southern border of Sudan, Western Border of Uganda, Rwanda, Burundi, Congo, Zambia, Malawi, Zimbabwe, West and South border of Botswana and Namibia.

Including the Antarctic.

A line starting at the Arctic and following the Ural Mountains South following the Northern border of Kazakhstan East to a line equidistant from either shore of the Caspian Sea South to Iran, including Iraq, Saudi Arabia, a line equidistant down the center of the Red Sea, Djolubti, Somalia, Kenya, Tanzania, Mozambique, and South Africa, including the Antarctic. The Indian Ocean and Associated Islands and Archipelagos, to Bay of Bengal, Andaman Sea, Gulf of Thailand, and the South China Sea. Including the countries of Bangladesh, Burma, Thailand, Malaysia, Cambodia, and Vietnam. Bounded on the East and south by the Western Border of China.

ZONE FIVE

Australia, New Zealand, Indonesia, Papua New Guinea, Borneo, Oceania, excluding the Hawaiian Islands

Australia, including Tasmania and the Southern Seas, New Zealand and the South Pacific Islands including their Southern Seas to a line following the 115th degree of longitude or a line approximately 200 miles west of Easter Island between the South Pacific Islands and the west coast of South America including Pitcairn Island, and north to a line at 22 degree north latitude, including the Northern Mariana Islands. Also including Indonesia, Papua New Guinea and associated archipelagoes.

ZONE SIX

China, Japan, Korea, Taiwan, The Philippines, Eastern Russia

Western Boarder follows the Ural Mountains from the Arctic south to Kazakhstan following the southern border of the Russian Federation eastward to the north west border with China, encompassing all of China, Mongolia, North and South Korea, and the Asian portions of Siberia and the Russian Federation north to the arctic and including the Bering Sea to a point equidistant between the easternmost possessions of the Russian Federation and the State of Alaska. Also included in Zone Six is Japan and Taiwan and the seas to the east out to the International Date line.

IV - 4

POINT SYSTEM

Points will be credited to the eligible member according to the following method:

Change weight of fish from Kilos and Grams to decimals. Covert Kilos to Grams by multiplying by 1000 divide by 28.41 (number of grams per ounce), divide by 16 ( number of ounces in a gram), result is the number of pounds the fish weighs. Multiply this number by 100 and divide by the appropriate number found in "Appendix C" corresponding to the species of fish caught and the tackle used.

4.25 kilo Bonefish on "Fly 8" tackle: 4.25 x 1000 = 4250 / 28.41 = 149.6 / 16 = 9.35 x 100 = 935 / 2.5 = 374. 374 points is the point value of a 4.25 kg. ( 9.35 lb.) bonefish caught on fly 8 tackle.

If calculating in pounds simply multiply the weight of the fish by 100 and divide by the appropriate number in "Appendix C".

If more than one entry is made of the same species in the same Class, credit will be given only to the heaviest entry.

A member may make an entry in it's own Division only, or in any Tackle Class equal to or heavier than the Class actually used, provided minimum weight requirements are met, i.e., Fish caught in the Fly Division are enterable in the fly division only; Fish caught in #4 Fly can be upgraded to Fly #8, #12, #16 or #20. Fish caught on Spin or Plug may not be entered in the General Division unless disqualified under the rules of it's specific Casting Division and provided the equipment meets the requirements of the General Division.

NOTE: Trolling, use of bait and excessive leader lengths are disqualifying factors for the Casting Division.

Once entered, no changes will be allowed in the Division Category.

 RELEASED FISH

A. ANNUAL COMPETITION

1. Except as provided in subsection A.3 below, in Annual Angling Competition, a member will be credited with 100 points for each species released, provided the species meets the minimum size requirements as listed in Appendices C and D.

2. Released fish can be entered only in the Tackle Division in which they were caught, and in any line Class equal to or heavier than the Class actually used.

3. All billfish species and bluefin tuna may be entered as release fish for all purposes, and shall be scored in accordance with "Appendix D".

B. RELEASES

1. Releases shall consist of removing the hook, cutting or breaking the leader, without having weighed the fish. Care should be taken not to harm the fish.

A release will be credited if;

(a) The anglers intention of a release is declared before the fish escapes the

angler's control

(b) The angler or companion touches the leader

(c) The swivel, knot ,wind on leader or float touches hard to the rod tip.
 
 

All rules applicable to weighed fish are also applicable to released fish. Released fish can not be upgraded to a heavier Line Class for which no weight is shown for the species in the basic weight tables.

IV - 5

ENTRY CARDS

Entry forms will be found on the Club's Internet site and must be filled out in the manner prescribed in "Appendix B", and submitted by e-mail within 14 days of the catch. No mailed hard copies will be accepted. Entries are eligible from any part of the world. If made from any location where the adherence to the time limitations in these rules would be unreasonable, the 14 day time limit will be waived if the requirements are met as soon as practicable. Members initials in the signature space on the entry card will serve as a certification that all information on the entry is true and accurate and the equipment and methods used for the catch meets the specifications of the Division in which the catch is entered.
 

IV - 6

CITATIONS

If a member indicates their desire on the entry form, a Citation Certificate will be awarded for each entry earning 200 or more points. Citations will only be issued by e-mail for download and printing.

Certificates will be awarded for released fish if requested, but the limit to each angler shall be one per year, per species, in each Tackle Division. All certificates for released fish will be awarded at the end of the angling year, listing the total for each division.

SECTION V

ANNUAL CONTESTS & CHAMPIONSHIPS

V - 1

ANGLING YEAR

The Angling Year during which the annual championship and prize awards will be determined, will start on June 1st and continue through May 31st of the following year.

V - 2

OVERALL ANGLING CHAMPION

The member who accumulates the greatest total of points during each angling year will be judged the Year's Angling Champion, provided that they have entered at least 15 different species including at least 3 different species each in Fly, Spin, and Plug during the current angling contest year.

This champion shall not be eligible for any other division championships during the same angling year.

No member will be permitted to hold the Angling Championship more than once in 4 years.

YEARLY DIVISION CHAMPIONSHIPS

The member who accumulates the most points during each angling year in each of the divisions shown below, will be judged the Year's Champion of that division.

1. Zone Champion: One member from each of the six zones will win the

Championship from the Zone in which they reside. Requirements parallel the

Angling Championship regulations in every respect.

2. Fly Casting

3. Spin Casting

4. Plug Casting

5. Light Tackle General ( Total points in #4, #6, #8, #12 and #20 combined)
 
 

These Champions must have entered at least 10 different species for the particular division during the current angling year.

No Division Champion will be permitted to hold any other Division Championship during the same angling year. If the Member qualifies for more than one Division, they will be judged the winner of the Division in which the angler has the most points.

No Member will be permitted to hold the same Championship more than once in 4 years.

SPECIAL AWARDS

A. GAR WOOD AWARD

The Member who, during the angling year, makes the greatest total number of entries of released sailfish, spearfish and marlin, will be honored with the Gar Wood Award. This member must have at least 5 release entries of these species.

B. CARLTON TWEED SPIN ANNUAL AWARD

The Member who during the angling year has the top points fish in the Spin Division.

C. JACK BRYSON PLUG ANNUAL AWARD

The Member who during the angling year has the top point fish in the Plug Division.

D. C. SCOTT FLETCHER FLY ANNUAL AWARD

The Member who during the angling year has the top point fish in the Fly Division.

E. EDWARD W. "LUKE" GORHAM ANNUAL CASTING AWARD

The Member scoring the most combined points in the Fly, Spin and Plug Tackle Divisions, with a minimum of 2 weighed species entered from each Division. No member will be permitted to hold the Gorham Trophy more than once in 4 years.

F. JOHN EMERY MEMORIAL AWARD

Awarded annually to the Member who makes the highest individual fish points entries in each of the Fly Fishing Categories. To qualify, an angler must enter at least one fish worth over 200 points in four of the five fly fishing categories.
